From Mike Bloomberg's most recent re-election commercial:

"After more than 20 years of failures, Mike Bloomberg has begun the hard job of turning our school systems around."

Does Bloomberg expect the voters to have faith in him even though he's failed at this task for more than twenty years?

Perhaps his message is more subtle. Could he be saying that his PR people are products of NYC public schools and have therefore never learned about dangling modifiers?
